NEEDS ASSESSMENT REPORT

Summary

The Hocking County Family and Children First Council (HCFCFC) was awarded a Partnerships for Success grant from the Ohio Department of Youth Services to conduct a countywide strategic planning process. The process began in the fall of 2003 with community awareness and training. The Needs Assessment Committee began meeting in the middle of February, 2004. They worked through the prescribed PfS process, obtaining data from local sources, the internet, and a community wide survey.

After collecting all relevant data the group analyzed and ranked the six targeted impacts. This process was done using data and community values to arrive at a ranking that was both based on need (data) and on the community’s perceptions (Community Survey).

During the process the Needs Assessment Committee came to several conclusions including the fact that one impact is not more or less important than another. The truth is, when looking at the data, significant work needs to be done in every impact area. Forging ahead, the group decided a ranking would result in a clear path to proceed with making a difference. The six impacts have been ranked as follows: (1) Reduce Substance Abuse, (2) Reduce Behaviors Associated with Mental Illness, (3) Reduce Delinquency, (4) Reduce Teen Violence, (5) Reduce Teen Pregnancy, and (6) Increase School Success.

Once consensus was reached in ranking the targeted impacts, the group began focusing on Risk Factors, Protective Factors, and Assets (RPA’s) which directly affect the target impacts. RPA’s were then prioritized in much the same way as the impacts. Again, the group worked to understand how these factors influenced the various impacts. As a result of reviewing collected data and completing the PfS Need Assessment process, the committee is able to recommend the community focus on the following Risk and Protective Factors:
