Team Charter
Workgroup Purpose: To oversee the community
planning and implementation processes by making
recommendations regarding the various programs
and activities to be supported by the initiative.
1.) Define roles and responsibilities of the
PfS workgroups and establish the lines of communication
between the FCF Council and the PfS workgroups.
2.) Review and prioritize issues and recommendations
provided by the workgroups.
3.) Assist the implementation workgroups to
secure and acquire operational resources.
4.) Review and finalize PfS Implementation Plan(s).
5.) Establish voting or other procedures for
making decisions
Background:
The Hocking County Family and Children First
Council has been selected as one (1) of 18 counties
in the State of Ohio (88 total counties) to
participate in the Partnership for Success Program.
This research based planning model will be used
on a countywide level to identify needed services
for families and youth.
This process is a holistic, yet strategic,
approach to building a community’s capacity
to prevent and respond effectively to child
and adolescent problem behaviors while promoting
positive youth development. Communities engaged
in PfS are mobilized to focus their efforts
on identifying the risks affecting children,
youth, and families and on the protection and
assets necessary to successfully move children
and youth into productive adult lives.
Parameters:
1.) Act as liaison between the FCF Council,
PfS workgroups and community participants
2.) Develop a work plan and timelines for oversight
of PfS planning efforts
3.) Establish an evaluation framework for monitoring
the implementation of PfS
4.) Assess county infrastructure (e.g., data
collection, client tracking, case management
and service delivery)
5.) Recognize FCFC as the final authority
6.) Review and endorse workgroup ideas before
presenting to FCFC
What The Workgroup Has The Authority To Do:
1.) Set timelines for workgroups in conjunction
with grant timelines
2.) Set communication process between workgroups,
agencies, organizations with data information
and community participants
3.) Make recommendations
4.) Oversee administration issues
Expected Product(s):
1.) Target impacts that seriously affect the
healthy development of our community’s
youth
2.) Development of a strategic plan to decrease
targeted behavior(s)
3.) Implementation of a strategic plan with
measurable outcomes
4.) Instill in the community a desire for change
Meeting Frequency & Duration: Once monthly
or more frequently if needed. Meetings must
be held before FCFC meeting in order to make
recommendations to the Council.

The Vision
Hocking County Family & Children First
Council’s goal is to nurture and preserve
families and children through a committed collaborative
social network and community effort. The means
to reach this goal can be achieved through the
empowering of the family to meet their spiritual,
physical, mental, and economic needs. The outcome
will be an enrichment of our lives and our community.
