Resource Assessment Charter

Workgroup Purpose: To create a realistic profile of current programs, services and activities in the community related to the selected targeted impacts identified in the needs assessment.

1. Identify community resources currently devoted to achieving the targeted impacts selected by the Needs Assessment.
2. Identify populations and type of services (e.g. prevention, school-based, etc.)
3. Identify effectiveness of these services.
a. Review anecdotal reports from program participants and staff
b. Review data documenting participant satisfaction with the program
c. Review literature documenting the program’s sound underlying principle(s)
d. Review data documenting changes in knowledge, attitude or behavior
e. Review evidence-based approaches used by the program as documented by the literature and/or experts in the field.
4. Identify who delivered the services
5. Identify the costs of services

Background:
The Hocking County Family and Children First Council has been selected as one (1) of 18 counties in the State of Ohio (88 total counties) to participate in the Partnership for Success Program. This research based planning model will be used on a countywide level to identify needed services for families and youth.

This process is a holistic, yet strategic, approach to building a community’s capacity to prevent and respond effectively to child and adolescent problem behaviors while promoting positive youth development. Communities engaged in PfS are mobilized to focus their efforts on identifying the risks affecting children, youth, and families and on the protection and assets necessary to successfully move children and youth into productive adult lives.


Parameters:
1.) Involve service providers
2.) Ensure data collection tools are uncomplicated and take a short time to complete
3.) Ask program providers to participate in the process
4.) Over all goal is to enhance existing programs not to abolish them
5.) Set a completion date for data collection survey
6.) Use a data management system to tract responders
7.) Contact non-responders to remind them to complete questionneer

What The Workgroup Has The Authority To Do:
1.) Set timelines for workgroup in conjunction with grant timelines
2.) Set communication process between workgroup, agencies, organizations with data information and community participants
3.) Assign responsibilities to workgroup members
4.) Acquire data
5.) Interrupt data
6.) Make recommendations

Expected Product(s):
1.) Develop a workgroup charter
2.) Create a resource database
3.) Profile community resources
4.) Analyze services provided data
5.) Generate resource assessment reports
6.) Draft a resource assessment report to be approved by the Planning Committee

Meeting Frequency & Duration: As needed until targeted impact is determined. Weekly there after until resource assessment is completed for submission to Planning Committee.
